New DOQQs will not make a NAD27 header file.  It doesn't matter if the .par file
says Nad27 and if all the covers are already in Nad27.  The .tfw file still comes
out with nad83 coordinates.  RevPG will not read the Nad27 coordinates from the
Geotiff file, even though they are in there.  If you  manually type in the 83
coordinates, the DOQQ will move to the correct location.
I sent this problem report in once already on 5-25, but I do not see it
in the list of reported bugs version 5.3.  So please add it to the list.
