With the approval of the Federal Geographic Data Committee Framework Cadastral Data Standard in December of 1996, the Cadastral Subcommittee has considered steps for the implementation of the SDTS data exchange format. Recognizing that the conversion of existing paper records, and even existing digital data, to the Cadastral standard may be cost prohibitive in this life cycle. They see an alternative method for implementing the standard with existing data through commercial off the shelf software (COTS) and SDTS (they will not require the use of SDTS). The contents to be exchanged will include a number of products, including metadata, non-coordinate land description.

The strategy for the deployment of this conversion is to work in modules. Cooperation is being sought with county and other governments. Some potential incentives that may be created for agencies to use the SDTS could include making the SDTS format the necessary one to download data from the National Spatial Data Infrastructure (NSDI), and to use the standard to look at data consistency across government agencies.
